Terms of reference – Developing our online course ”Popular education and effective learning for social transformation”

FOR DEVELOPMENT OF THE PALME CENTER ONLINE COURSE “POPULAR EDUCATION AND EFFECTIVE LEARNING FOR SOCIAL TRANSFORMATION”

Purpose of the assignment

The Palme Center seeks to engage a consultant/consulting team to design and develop an online course titled “Popular education and effective Learning for social transformation” on our Moodle platform (online learning platform). The purpose of this assignment is to transform an existing in-person training concept into a high-quality, interactive, and learner-centred e-learning course that can be used by the Palme Center and its partners globally.

Background

Olof Palmes Internationella Center (Palme Center) is the Swedish labour movement’s organisation for international solidarity and development cooperation. We work together with more than 160 partner organisations across Africa, Asia, Latin America, Eastern Europe, and the Middle East and North Africa to promote democracy, human rights, peace, equality, workers’ rights, and a just transition. Our work is mainly funded by the Swedish Agency for Development Cooperation, Sida, and through contributions from Swedish member organisations to the Palme Center as well as other donors including the EU.

The Palme Center’s strategic approach is rooted in partnership, popular education, and strengthening civil society actors and progressive political parties to achieve sustainable development and progressive change.

Learning is therefore central to our work, both internally and in collaboration with partners.

The “Effective Learning” training was originally developed with support from Sida as a two-day, in-person workshop to strengthen partners’ capacities in planning and delivering impactful trainings. Building on frameworks such as Bloom’s taxonomy, the ABC formula, and the AAA model, the training helps participants:

  • Formulate measurable learning objectives.
  • Choose participatory methods that activate learners.
  • Assess whether learning outcomes have been achieved.
  • Design trainings that lead to actions in the real world.

Meanwhile, popular education is a key method in the Swedish labour movement tradition and in the Palme Center’s programmes. It builds on people’s own experiences, promotes collective learning, and links knowledge to action for social transformation. Several of our international partners use popular education to empower target groups such as informal workers. And some of our partners like the International Federation of Workers’ Education Associations, IFWEA, are experts in the method, as is our Swedish member organisation ABF (Workers’ Educational Association). We want to draw on this experience to build other partners’ capacity to conduct popular education.

The Palme Center now seeks to merge these two tracks: Effective Learning and Popular education, into one course. The course should be adapted to an online format using Moodle. The course should be possible to take entirely online but we also want the option of conducting the training IRL and complementing it with some of the online tools on Moodle.

In other words, the course should go beyond replication of the original Effective Learning workshop; it should include the values and methods of popular education.  We would like to maximise interactivity, ensure accessibility, and make the training relevant from a Global South perspective.

The assignment

The consultant/consulting team will be responsible for:

  • Designing and developing the online and blended course “Popular education and effective Learning for social transformation” in close cooperation with Palme Center staff, selected member organisations and selected partners.
  • Adapting course content on Effective Learning by integrating Popular Education principles rooted in class analysis, political struggle, and social transformation with modern learning science and frameworks (e.g., Bloom’s taxonomy, ABC formula, AAA model) to create interactive, learner-centred online modules.
  • Ensuring that the course shows how training can build collective knowledge, critical awareness, and agency for social change, not only individual learning.
  • Reflects the Palme Center’s values (see background) and integrates the perspectives gender equality and conflict sensitivity.
  • Incorporating Global South pedagogical perspectives and input and examples from our partner organisations to make the course contextually relevant.
  • Is easy to navigate on Moodle, engaging, and adaptable to different partner needs.
  • Ensuring accessibility and usability across different devices, internet bandwidths and languages.
  • Producing supporting materials (guides, templates, visuals, exercises).
  • Conducting an introduction session for Palme Center staff.
  • Running a pilot/test with selected partner organisations and refining the course based on feedback.
  • Serves both as a stand-alone online training and as a basis for blended learning where the online course is used as a complement to IRL workshops.

Key questions the assignment should address:

  • How can the content be adaptable to diverse learning contexts?
  • What methods and tools can ensure interactivity, collective reflection, and engagement online?
  • How can the course be structured to allow for both self-paced learning and blended delivery with facilitators, either online or IRL? How can the training support partners in linking learning to social transformation and collective action?

Methodology

The assignment will begin with a dialogue between the Palme Center and the consultant to agree on detailed methodology, course design, and timeframe.

Preliminary methodology:

  • Document review: existing course materials, Palme Center learning resources, partner feedback.
  • Consultations/interviews: with Palme Center staff, selected Swedish member organisations and selected partners to capture expectations and contextual needs.
  • Participatory co-design workshops: short sessions with partners and staff to validate course structure and ensure popular education principles are embedded.
  • Course development in Moodle: modular design with at least three different kinds of interactive elements (quizzes, discussion forums, case studies, collective reflection exercises, video, roleplay simulations, etc.).
  • Pilot/testing: with a small group of partners, member organisations and Palme Center staff.
  • Refinement: incorporating feedback before finalisation.

Timeframe and duration

  • Deadline for submitting tenders: 31 October 2025
  • Assignment start: early November 2025
  • Inception note: within two weeks of assignment start (by mid-November 2025)
  • Draft Moodle course uploaded and presented to Palme Center staff: by mid-December 2025
  • Staff introduction and internal test session: by mid-December 2025
  • Pilot/test run with selected partners: first half of January 2026
  • Finalised Moodle course delivered: no later than 30 January 2026

Estimated duration: approximately 12 weeks, including development, testing, and refinements.

Deliverables

The consultant shall provide:

  • Inception report (max 5 pages) with methodology, work plan, and course outline, submitted within two weeks of assignment start.
  • Draft course package uploaded on Moodle and presented to Palme Center staff by mid-December 2025.
  • Internal feedback summary from staff introduction and internal test, documented in December 2025.
  • Pilot/test run with selected partners during the first half of January 2026, followed by a short progress report (max 3–5 pages).
  • Final course package uploaded on Moodle, incorporating refinements, no later than 30 January 2026.
  • Oral presentation of the course and findings to Palme Center staff (online or in Stockholm).

The Palme Center will be the sole owner of all results and course materials produced through this assignment.

Requirements on the consultant

The consultant/consulting team should have:

  • Proven experience in e-learning design and development, preferably using Moodle.
  • Strong knowledge of adult learning principles, participatory training methods, and popular education.
  • Familiarity with international development cooperation and/or civil society capacity building.
  • Ability to integrate global south pedagogical perspectives.
  • Strong communication skills in English (spoken and written).

Meriting qualifications:

  • Knowledge of Swedish labour movement values and traditions.
  • Experience working with civil society organisations in the Global South.
  • References from previous, relevant assignments must be provided.

Compensation

The available budget for the assignment is up to 200 000 SEK (including VAT).
Payments will be made as follows:

  • 50% upon signing the agreement and receiving the inception report.
  • 50% upon delivery and approval of the final course and final report.
